Abstract

Much of the city is shaped long before construction begins. This chapter examines the statutory standards, approval procedures and development controls through which Malaysian urban form is produced. Plot ratios, setbacks, building heights, parking requirements, road reserves, turning radii, open-space quotas and land-use categories are individually rational mechanisms intended to ensure safety, efficiency and orderly development. Yet when applied predominantly at the scale of individual parcels, their cumulative spatial effects can be very different from their administrative intentions. Buildings comply with setbacks yet fail to establish continuous street edges; road standards increase capacity while enlarging crossing distances; parking requirements insert expanses of asphalt between buildings and streets; open-space requirements may be technically fulfilled but disconnected from everyday movement. The chapter argues that the problem lies not in regulation itself, but in what regulation is designed to measure. A system can be precise about individual components while remaining comparatively imprecise about relationships between them. The resulting city may be entirely defensible procedurally while lacking enclosure, continuity, walkability and collective spatial coherence.
